Who needs neighbours like him

Joseph the man’s name
A neighbour who
Lobbed rocks at a cat
And harmed him too
A beautiful beast
Who quietly sat
Under a car
Injured at
The will of this man
Who hoped that he
Could injure the cat dramatically
